While I agree with what you are saying that was definitely targeting and should have been called.

Launching just means an upward thrust not a jump.

The penalty should be removed or broken up into 2 penalties, a 10 yarder and a 15 yard disqualification for a drive or something. Or just made like the NFLs unnecessary roughness. Its absolutely ridiculous and no one calls it consistent, OSU always gets called for it on some insane standard hit like Wade tackling Lawrence in the 2019 playoff game then some knockout blow like this I see not called or Cal Miami.

It's pretty funny that OSU can't even beat Michigan anymore. They won like 60 games in a row against them and can't even beat a 6-5 UM team. They'd be 6-6 in the ACC at best.
