Because no one is gives a shit in Cali about CFB. Add in Clemson and Bama fans are kind of ehh okay about it because it's happened so often. Not worth absurd airplane prices, absurd hotel prices, etc.
That same game would pull 1k a get in ticket if here..but that far of travel is tough on most people and most are excited to win a title but not really excited about another of the same match ups.

Rose Bowl would sell out I believe. Nobody cares for Levi’s stadium for sure.
However putting it in Cali is just stupid.

NFL City + cost of living + cost of flights + same old teams = disaster for ratings and attendance.
