This isn't really incorrect. It's just lawyer speak for "yes, of course we are monitoring Tucker Carlson. We will pass the information along to someone else so they can leak it, like we had always planned to do. We do not have the authority to take him off the air, but whatever happens... happens. ;) "

Either that, or they monitored him and didn't find anything worth leaking.

Obama admin spied on the Senate Intelligence Committee, judges, the AP, and the Trump Campaign... among others. Bush and Trump admins spied on political opponents as well. No reason to believe anything has changed, or ever will.
