Before refrigeration, they used to do something similar (ship ice from cold places to warmer places to be used in iceboxes)

Governments have the ability to control and seed the weather, though.

I read a little tid bit about a month ago. I meant to post it then, but forgot. It said that Dubai is always looking for a way to do this. Middle East countries wanted to do this in the 70's. (towing an iceberg from Antarctic to Middle East) It was interesting because it said that a large iceberg sitting off the coast of Africa would actually change the climate and create wet weather/rain. (you might not even need the water from the iceberg).
