That depends on the nature of the victory. If it's a close game that they win by a point or two, the variance would be need to be either the same or better record, or within a loss.
If it's a game in which the team wins by 2 TDs, then the variance would be wider.

So, if Team A goes 10-2 in the regular season, Team B goes 11-1 in the regular season, and Team A defeats Team B by 12 points, I'd say that it is pretty clear that Team A is the better team.
