First reports were they were fired at but I think it came out that she hit the barricade a few times. An officer was injured by being hit. I don't know if he was hit in a car or out of it.

I assumed it was her child. I have no link, it was on TV. I'm not sure how you want proof that she was crazy. They won't produce her medical files...
Also a lot of people would let them drive them. There are PLENTY or irresponsible parents out there who don't give a fuck who has their children just as long as the parents themselves don't have to deal with them.
Last maybe they didnt know she was having mental problems. Maybe she was seeing a dr and not telling the child's parents or anybody. Dw could've been taking medicine.
Its just a TV show but an example is Homeland. Carrie had a mental problem and NOBODY knew except her sister and dad.
