I would say rather than an IQ test just a basic relevant questionnaire.

1. Who was the 1st President of the USA?
2. Who is the current Vice President?
3. How many states are there (this would have disqualified Obama from voting for himself)?
4. How many times are you allowed to vote?
5. What branch of government is the President in?

Stuff like that would be good. If they miss 2 questions out of 10 they cannot vote.
