The whole reason the NFL Draft is a thing is because they reserve the right to sign the player over the other NFL teams. If it were a "free market," the NFL Draft would be utterly meaningless because the player could easily just choose the best offer. I believe that's how the free agency works, however Tom Brady is not a free agent.

Not doing your best to win and trying to lose are two different things. Resting your starters when it doesn't matter if they're in there to avoid injury is used at the end of tons of games.
